Riyadh, Saudi Arabia — The story of Riyadh Municipality is, in many ways, the story of the city itself — a journey from modest beginnings to a metropolis of global ambition. What began in 1356 AH, as a small municipal entity led by Mr. Hassan Bukhari, the city’s first “Municipality Director,” has evolved into a cornerstone of modern Saudi urban development. When King Saud, in 1375 AH, issued a Royal Decree renaming it the Riyadh City Municipality, it marked the beginning of a new era — one where leadership, vision, and planning would build not only roads and parks, but the rhythm of a capital destined to lead the nation’s future.

At the heart of Riyadh’s transformation lies a mission that transcends infrastructure: to build a city that breathes with its people. Guided by a vision of sustainability and progress, the Riyadh Municipality has worked tirelessly to balance modern development with heritage, innovation with inclusion. Through its history, Riyadh Municipality has stood as the guardian of the city’s character and the architect of its growth. Its role, defined by Royal Decree in 1397 AH, extends far beyond urban planning. It licenses and supervises construction, maintains the city’s cleanliness and parks, safeguards public health, and ensures the environmental sustainability of a metropolis that has grown from a quiet desert town into one of the most dynamic capitals in the Arab world. The Municipality’s work touches every corner of daily life — from the preservation of green spaces and flood protection to the regulation of markets, roads, and modern infrastructure.

Riyadh’s evolution is both physical and philosophical. What was once the ancient city of Hajr, known for its water wells, palms, and fertile valleys, has become a symbol of progress and resilience. As recorded by historian Hamad Al-Jasser, the name Riyadh, derived from the Arabic word for “gardens,” first appeared in the 11th century AH — an echo of the city’s natural beauty that continues to define its essence. Over the centuries, Riyadh grew around its orchards and trade routes, shaped by both its geography and the vision of its people.


The modern city reflects decades of meticulous urban planning, from the early initiatives of King Abdulaziz to the rapid expansion of the late 20th century. Electricity illuminated its streets in 1366 AH, the railway linked it to Dammam in 1367 AH, and a wave of municipal projects soon transformed its skyline. Bridges, tunnels, and parks were built alongside schools, hospitals, and cultural spaces — all forming part of a grand plan to create a city worthy of its history and its aspirations.


Today, the Riyadh Municipality leads with a framework built on four enduring pillars: Urban Development, Outstanding Services, Vibrant Community, and Environmental Sustainability. Each represents a promise — to create efficient infrastructure, deliver high-quality services, foster an engaged community, and ensure the capital grows responsibly and sustainably.
